Recruiting new "Kyoto Machiya Consultants" - Making the consultation and matching system easier to use -

In order to strengthen the consultation and matching functions related to the preservation and inheritance of Kyoto townhouses, Kyoto City will revamp its "Kyoto Townhouse Consultant System" to make it easier to use, so that owners and residents of Kyoto townhouses (hereinafter referred to as "Kyoto townhouse owners, etc.") can consult with peace of mind.
Therefore, we would like you to respond to inquiries regarding Kyoto townhouses.We will begin recruiting new "Kyoto Machiya Consultants" from May 23rd, 2025.

Renewal Overview

In order to strengthen the consultation and matching functions related to the preservation and inheritance of Kyoto townhouses, the "Kyoto Townhouse Matching System" and the "Kyoto Townhouse All-Purpose Consultation (Specialized Consultation)" will be integrated and renewed as the new "Kyoto Townhouse Consultant System" (hereinafter referred to as "this system").
Under this system, consultations and matching services related to the use of Kyoto townhouses, including renovation, utilization, and inheritance, are consolidated at the Kyoto City Landscape and Urban Development Center (hereinafter referred to as "the Center"). Through expert "Kyoto Townhouse Consultants," the Center provides thorough consultations and advice, and consistently offers meticulous support, from addressing specific issues to proposing utilization solutions.

Overview of the "Kyoto Machiya Consultant System"

Purpose of the system

This system aims to establish an accessible consultation system that allows owners and managers of Kyoto townhouses (hereinafter referred to as "owners, etc.") to consult with confidence regarding the preservation and inheritance of Kyoto townhouses. To this end, "Kyoto townhouse consultants" (hereinafter referred to as "consultants") will act as partners with Kyoto City, taking into consideration the intentions of owners, etc. and other circumstances, and in accordance with the spirit of the Kyoto City Ordinance on the Preservation and Inheritance of Kyoto Townhouses (hereinafter referred to as the "Kyoto Townhouse Ordinance"), to provide careful consultation and advice, and to make suggestions as necessary to lead to the resolution of concrete problems.

The role of a "Kyoto townhouse consultant"

Upon request from Kyoto City or the Community Center, you will provide expert advice and consultation to property owners and others seeking assistance. You will also offer suggestions for utilization and other related services upon request from property owners (however, this is only applicable to those registered as real estate agents).

Honorarium

We will pay you a fee of 5,000 yen (after deducting withholding income tax) for each consultation session.

Application Requirements

A. Having a thorough understanding of the purpose of the system.
(i) The requirements listed in column (ii) of the attached table must be met according to the registration category listed in column (i). However, for persons who currently belong to a business listed in the table prescribed in Article 3, Paragraph 1, Item 3 of the Kyoto Machiya Matching System Business Association Registration Guidelines and who do not meet only the number of business achievements listed in column (ii) of the attached table (hereinafter referred to as "transitioners from the matching system"), the requirements other than the number of business achievements listed in column (ii) of the attached table must be met according to the registration category listed in column (i) of the attached table.
(c) The person must be employed at a business establishment within Kyoto Prefecture.
E. Approval must be obtained from the head of the workplace where the counselor is employed regarding the registration of the counselor and the publication of the list of counselors.
(o) Not being a member of an organized crime group as defined in Article 2, Item 4 of the Kyoto City Ordinance on the Elimination of Organized Crime Groups.
(c) Not having any outstanding city taxes in Kyoto.
(k) If the person wishing to register is an employee of a corporation, the corporation must meet both of the requirements in (o) and (ka).
(c) The applicant must not have received any disciplinary action regarding eligibility as listed in column (h) of the attached table within the past year from the application date.
(k) If the applicant for registration is an employee of a corporation, the corporation must not have received any disciplinary action regarding eligibility as listed in column (i) of the attached table within the past year from the date of application.
(c) To endorse the spirit of the Kyoto Machiya Ordinance and to work towards the preservation and transmission of Kyoto Machiya.
For those transitioning from the matching system, a recommendation from a registered organization (hereinafter referred to as "registered organization") as defined in Article 2, Paragraph 1, Item 2 of the Kyoto Machiya Matching System Business Association Registration Guidelines is required.

Please submit the following documents by hand, mail, or email. Application forms are available at our office and the Kyoto City Landscape and Urban Development Center, and can also be downloaded from our website.

From May 23rd (Fri) to June 30th (Mon), 2025 (Postmarks are valid for mailed submissions)

New system start date and dispatch start date

Around September 2025 (planned)
With the introduction of the new system, the "Kyoto Machiya Matching System" is scheduled to be discontinued.

The process from application to counselor registration

Important points regarding applications

(1) We will review the content of your application documents, so not all applicants will be registered.
(2) The registration period is until March 31, 2026 (renewable every two years thereafter). You will be required to take a renewal training course when renewing your registration.
(3) After registration, we plan to hold separate skills enhancement training sessions.
(4) Please understand that I will not be able to engage in sales activities as a Kyoto townhouse consultant.
(5) Those who are currently registered as Kyoto townhouse consultants do not need to take any further action.
